have a significant impact on physical therapist practice and payment for

Coding and payment policy expert Steve Levine, PT, DPT, MSHA and
cardiac and pulmonary rehabilitation expert, Ellen Hillegass, join Gayle

affecting coverage and payment for physical therapy services in 2010.

Your Expert Speakers:
Gayle R. Lee, JD, has more than 10 years of experience working on
health care issues that affect the rehabilitation industry. Lee is the
director of federal payment policy and advocacy for the American
Physical Therapy Association. As the department's federal payment policy
expert, Lee is primarily responsible for issues involving Medicare,
Medicaid, HIPAA, and TRICARE. She specifically works on regulations that
affect physical therapists practicing in skilled nursing facilities,
home health agencies, rehabilitation hospitals/units, comprehensive
outpatient rehabilitation facilities, rehabilitation agencies, and
private practice settings. She also has worked at the American
Rehabilitation Association, where she was assistant counsel and policy
coordinator.
Stephen M. Levine, PT, DPT, MSHA, is a partner in Fearon &
Levine, a national consulting firm focusing on practice management and
payment policy in the outpatient rehabilitation setting, with particular
expertise in the areas of documentation, coding, billing, and
compliance. Fearon & Levine has a client base in over 35 states and
the District of Columbia, and he and his partner, Helene Fearon, PT,
have taught seminars and lectured in more than 46 states. Dr. Levine is
a nationally recognized expert in the physical therapy profession, and
consultant to physical therapy providers, as well as local and national
third party payers, regulators, and case management agencies in the
areas of CPT coding and relative values, RBRVS, cost containment, fraud
and abuse, quality assurance issues, payment/reimbursement strategies
for physical therapy services, and physical therapy documentation,
utilization review, and medical necessity. Additionally, Dr. Levine has
worked extensively with federal investigative and law enforcement
agencies, including the Office of the Inspector General, Department of
Justice, and Federal Bureau of Investigation, in the areas of fraud,
abuse, medical necessity, over-utilization, and medical policy review.
Dr. Levine has been an active member of the American Physical Therapy
Association for 25 years, having served many positions at the state and
national level. Nationally, he was Vice-Speaker of the House and a
member of the APTA Board of Directors from 1997 - 2002, following which
he served as an APTA Board member and Speaker of the House of Delegates
from 2003 - 2008. Additionally, Dr. Levine has served as adjunct faculty
in multiple physical therapy professional and post-professional
educational programs.
Ellen Hillegass, EdD, PT, CCS, FAACVPR, is a board certified
cardiovascular and pulmonary clinical specialist who recertified for her
second time in 2008. She has been active in the Cardiovascular and
Pulmonary Section for many years and has held the position of
Legislative and Reimbursement Chair for the past 7 years, working on
many national as well as local reimbursement issues. Ellen has a
doctorate in exercise physiology from University of Georgia, Masters of
Medical Science from Emory University, and PT Certificate from
University of Pennsylvania. She is currently Associate Professor in the
DPT program at North Georgia College and State University as well as an
instructor of continuing education programs across the country for
Educational Resources Seminars. She also has a consulting company
(Cardiopulmonary Specialists) that works with development of cardiac and
pulmonary rehab programs and helping with establishing appropriate
administration and billing components of programs. She is the co-editor
of "Essentials in Cardiopulmonary Physical Therapy," an entry-level
text. (Currently in revision for third edition), as well as the author
of a clinical notes book entitled "REHAB NOTES."
