Changes in Medicare Payment & Coverage in the Post-Acute Care Setting

Expert Speakers:

Ellen Strunk, PT, MS, GCS, received her master's degree in physical therapy from the University of Alabama at Birmingham. Since that time, she has worked in various roles & settings as both clinician & manager/director: hospital; transitional care; Director of rehab for a hospital home health agency; Clinical Consultant, Director of a HH staffing division, and Director of Governmental Affairs for a company providing rehab services in long term care, home health & outpatient settings. Presently, Ellen is owner of Rehab Resources & Consulting, Inc., a company providing continuing education and consulting services for post-acute care settings. She specializes in helping customers understand the CMS prospective payment systems in skilled nursing facilities and home health settings, and especially how to deliver medically necessary therapy services in these settings. Her experience includes utilizing medical record reviews and data systems to help both inpatient and outpatient therapy providers meet regulatory guidelines.

Ellen earned her APTA Board Certification in Geriatric Physical Therapy in 1999. Ellen is a member of the American Physical Therapy Association, where she serves as director on the APTA Section on Geriatrics (SOG) Board, and is a member of the APTA Home Health Section & the APTA Health Policy & Administration Sections. She serves in the dual role of treasurer and chairperson of the Practice & Reimbursement Committee for the Alabama Physical Therapy Association.

Anita Bemis-Dougherty, PT, DPT, MAS, received a bachelor of science degree in physical therapy at The University of Maryland, Baltimore, MD, and masters degree in Administration from the Johns Hopkins University, Baltimore, Maryland, and doctorate in physical therapy from Widener University in Pennsylvania.

Anita has worked in tertiary, academic medical institutions which included a variety of clinical settings including outpatient, acute care, and acute inpatient rehabilitation. Previously, she was the physical therapy manager at the Johns Hopkins Hospital in Baltimore, Maryland. She joined the staff of the American Physical Therapy Association (APTA) in June 2006 and is currently an associate director in the Department of Practice. She has been involved in the APTA initiatives related to physical therapy documentation, Peer Review, fall risk reduction and prevention, and use of the International Classification of Function and Disability (ICF).

Matt Elrod, PT, DPT, MEd, NCS, is presently an associate director in the Practice Department of the American Physical Therapy Association. In this position, he provides consultation to other APTA departments and members, liaisons with various external organizations and contributes to policy development to advance the practice of physical therapy.

He earned his doctorate in physical therapy from Marymount University and masters of education from the Citadel in Exercise Physiology. He earned his physical therapy degree from the Medical University of South Carolina. Dr. Elrod has more than 15 years experience working in the field of physical therapy. He has worked as a physical therapist in acute care, acute rehabilitation, and outpatient settings. He is an APTA Board Certified Specialist in Neurologic Physical Therapy. He has served as a reviewer for the Commission on Accreditation of Rehabilitation Facilities' accreditation criteria for SCI Units; a member of the Physical Therapy Subject Matter Expert Committee for the Federation of State Boards of Physical Therapy; an expert reviewer for the Consortium for Spinal Cord Injury Medicine's "Spinal Cord Injury and Pressure Sore Clinical Guidelines"; and a peer reviewer for the Agency for Healthcare Research and Quality's "The Management of Chronic Central Neuropathic Pain Following Traumatic Spinal Cord Injury in Adults and Adolescents." He has been an active member of the American Physical Therapy Association both at the local and national levels where he served as the component President for the District of Columbia.

Ellen Strunk, an expert on SNF payment policy under Medicare, will be joined by Anita Bemis-Dougherty and Matt Elrod, APTA Associate Directors in the Practice Department and experts on IRF payment under Medicare to provide a detailed analysis of what is included in the IRF and SNF prospective payment system 2010 final rules and what you need to know to ensure that you are complying with the new requirements. During the Q & A session following the presentation, you may ask your questions directly to the experts.

Significant changes in the Medicare regulations regarding skilled nursing (SNFs) and inpatient rehabilitation facilities (IRFs) will become effective shortly. In the 2010 final rules for IRFs and SNFs, the Centers for Medicare and Medicaid Services (CMS) set forth new requirements that will significantly impact the way that physical therapists practice in these settings. Changes will affect the way that physical therapists document and provide concurrent therapy in the SNF setting as well as how information is recorded on the Minimum Data Set (MDS). In the IRF setting, physical therapists will be required to make considerable changes in the manner in which they document clinical findings and develop the plan of care.

Upon completion of this audio conference, you will be able to:

  • Clearly articulate the provisions of the IRF and SNF PPS final rules as they relate to physical therapy.
  • Understand how these changes will affect the practice of physical therapy as well as your overall facility.
  • Determine any facility changes that will need to take place in order to comply with the new requirements.
