Announcements and Updates for APTA Credentialed Clinical Residency and Fellowship Programs

Committee Update

Greg Hartley is the Committee chair. Other members of the Committee are Kathryn Lyons, Kim Nixon-Cave, Bob Rowe, and Scott Straker. The Board liaison is Steve McDavitt.

National Student Conclave

Brochures for National Student Conclave are due to APTA staff (Janet Crosier) by October 1. Staff will be providing attendees with the list of credentialed programs, so all credentialed programs will be represented.

September 2008 Version of Residency/Fellowship Program Application for Credentialing Released

The new version of the APTA Residency/Fellowship Application for Credentialing has been posted to the web page. Please be sure to visit the Residency/Fellowship web page and download the revised requirements. The major changes include:

1. Change in eligibility requirementsfor applying for credentialing. The Committee will now be requiring that credentialed residencies provide a minimum of 150 hours of 1:1 mentoring and 75 hours of didactic instruction in the 1500 hour program. Credentialed fellowships are required to provide a minimum of 100 hours of 1:1 mentoring and 50 hours of didactic instruction in the 1000 hour program. Our data suggests that the average mentoring and didactic hours of currently credentialed programs is actually significantly higher.

2. Change in Evidence 1.1.1.1. Credentialed programs will be required to comply with APTA policies and positions, specifically,

"You will not place any resident/fellow in a clinical education experience where the clinic is in a referral for profit situation, that is, one in which a referring physician (medical doctor, doctor of osteopathy, podiatrist, dentist, or chiropractor) derives a financial benefit from the physical therapy services provided to the person who is referred. The situations to which this restriction applies include those in which: (a) a physician has an ownership interest in a physical therapy practice to which he or she refers, (b) a physician or the physician's practice employs or contracts with physical therapists to provide physical therapy services within the physician practice, or (c) a physician's income or bonus is directly or indirectly tied to the revenues of the physical therapy service to which he or she refers patients. You agree that noncompliance with this clause constitutes grounds for withdrawal of credentialing. "

3. Change in Evidence 3.1.1. Programs seeking to credential fellowship programs in areas where there is no Description of Specialty Practice,

"the program may establish the fellowship curriculum, including didactic content, competency expectations, and description of patients seen through one of the following two methods: 1) A valid and reliable practice analysis in the subspecialty area; or 2) Expansion of applicable portions of a DSP providing a detailed description of the knowledge, competency expectations, and types of patients seen, including references where appropriate."

4. All requirements related to assessment (Program, resident/fellow, and graduate) have been moved to Section 4: Assessment in the application.

Programs seeking credentialing will be asked to use the 2008 version of the application beginning with the next application deadline – March 2009. Current credentialed programs will be asked to comment on their current compliance with the new requirements in the 2008 Annual Report. For those programs not in compliance with the new requirements, they will be required to submit a plan for achieving compliance by the 2009 Annual Report or their program re-credentialing, whichever comes first.

CSM Events

  1. SPECIALTY CURRICULUM DEVELOPMENT: I will be working with several sections to help them develop a curriculum that can be used by developing residency/fellowship programs. We'll also be looking at what items are common to all curricula and exploring cost effective methods of providing the common content. If you or your faculty are interested in participating in this effort, please contact me.
  2. ANNUAL PROGRAM DIRECTORS MEETING: Please save February 10 at 8:00 am – 9:30 am for our Annual Program Directors Meeting.
  3. REVIEWER SUBCOMMITTEE TRAINING: If you or any of your faculty are interested in becoming application reviewers, I will be conducting training at CSM. Please go to the website to download an application, complete and forward to me along with an abbreviated CV.
  4. PRECONFERENCE COURSES: The Section on Geriatrics has expanded their pre-conference course to two days for CSM2009. The first day will be for "Residency 101," a basic how-to course for new programs, and the second day will be devoted to mentoring. The Orthopedic Section is also offering a how-to course specifically for orthopedic programs.
  5. ANNUAL FORUM: The Committee will hold the Annual Forum for developing programs.

2008 Annual Meeting

The Committee on Clinical Residency and Fellowship Program Credentialing will have their Annual Meeting at APTA in late October. If you have issues or agenda items that you would like the Committee to discuss, please send them to me no later than October 4or post them on the Residency/Fellowship Educators Message Board. Click on ‘Global Preferences' and follow the instructions to add this message board.
