Expert Speakers:
Julie Kass, Esq, is a recognized expert in the field of
Medicare and Medicaid fraud and abuse. She is an attorney with the
nationally known firm of Ober, Kaler, Grimes and Shriver. The majority
of her work deals with the regulatory aspects of structuring joint
ventures under the Stark and Anti-Kickback laws. She also has a vast
knowledge and experience concerning reimbursement issues. A sample of
her clients includes healthcare associations, hospital systems, large
physician groups, durable medical equipment suppliers, physical and
occupational therapy providers, and long-term care facilities. Ms. Kass
was named one of the "Outstanding Fraud and Compliance Lawyers for 2006"
and among the nation's "Outstanding Young Healthcare Lawyers - 2004."
Ms. Kass was formerly Senior Counsel, in the U.S. Department of Health
and Human Services, Office of Inspector General.
Roshunda Drummond-Dye, Esq, is Associate Director, Payment
Policy and Advocacy at APTA in the Government and Payment Advocacy Unit.
Roshunda comes from the American Society for Therapeutic Radiology and
Oncology where she served as Senior Policy Analyst and was responsible
for drafting policy positions, analyzing and researching federal
legislation and regulations in the field of health care, and preparing
testimony, legal briefs and memoranda. She also advised members on
compliance issues and fraud & abuse laws. Prior to joining ASTRO,
Roshunda served as a legislative assistant to U.S. Rep. Sonny Callahan
(R-AL) where she worked on a range of issues including Medicare and
appropriations. She received her law degree from the Southern University
Law Center and completed her undergraduate work at Talladega
College.

Compliance risks exist when physical therapists provide free items or
services to patients, discount services, provide gifts to referral
sources, and enter into relationships with physicians who are referral
sources. There are several federal laws, including the Stark II law and
the anti-kickback statute that physical therapists need to know to avoid
pitfalls.
Expert attorneys Julie Kass and Roshunda Drummond-Dye will discuss
the risks associated with these fraud and abuse laws, including tips on
how to stay compliant. In addition, they will address recent government
activities pertaining to physician ownership of physical therapy
services. During the Q&A session following the presentation you may
ask your questions directly to the experts.
Upon completion of the audio conference, you will be able to:
- Identify the various federal regulations and laws (Stark,
anti-kickback) governing the delivery of health care services.
- Avoid legal risks associated with providing discounted or free
services to patients.
- Comply with federal laws and regulations when marketing your
practice by providing gifts and other promotional items to referral
sources.
- Be aware of conflicts when entering into relationships with
consulting physicians (i.e. medical directors).
- Avoid pitfalls when entering into rental agreements with physicians
and other referral sources.
- Hear about the latest government activities involving physician
self-referral.
Continuing Education Units: Each registered participant will
receive a Certificate of Attendance to earn .2 CEU or 2 contact hours
after successful completion of a test with a score of 70% or better.
