2010 Federal Advocacy Forum Highlights

The 2010 Federal Advocacy Forum, held April 25-27, drew more than 250 physical therapists, physical therapist assistants, and students of physical therapy to Alexandria, Virginia, to hear how to effectively lobby members of Congress. The forum also included presentations on the new health care reform law, alternatives to the therapy cap, and using social media in advocacy efforts.

In his keynote address, political commentator Bill Press said the new health care reform law is a "bonanza" for the health care industries, private clinics, and hospitals, and a "gift" to health insurance companies.

A health care reform town hall gave forum attendees the opportunity to ask questions about specific provisions of the health care reform law, payment models, and workforce issues.

Colleen Kigin, PT, DPT, MS, MPA, FAPTA, challenged the profession to think about how PTs can be "disruptive." She also suggested looking at unusual partnerships to reach younger audiences.

Former Rep Phil English (R-PA) offered forum participants advice on how to influence members of Congress. "Give them a story," he said.

This year's forum included a computer simulation that took advocates through the 2-year term of a member of Congress. Participants learned how to manage resources and advance a legislative agenda.

"I share your passion in making a difference in peoples' lives," said Rep Glenn Thompson (R-PA), who began his career as a recreational therapist.

Attendees enjoyed a reception at APTA headquarters Monday night.

Physical therapy advocates gather around a President Obama impersonator at the reception.

Rep Mike Michaud (D-ME), chair of the House Committee of Veteran's Affairs Subcommittee on Health, told the PTs, PTAs, and students that he appreciated their concern for the care and rehabilitation of the nation's veterans.

More than 40 students attended the forum, thanks to a challenge held at the Combined Sections Meeting encouraging components to send one student to the advocacy event.

Sean McCluskie, PhD, JD (right), legislative director and health care advisor for Rep Xavier Becerra (D-CA), accepts APTA's 2010 Public Service Award on behalf of Becerra from APTA President Scott Ward, PT, PhD.

APTA honored Ira Gorman, PT, MSPH (left), with its 2010 Federal Legislative Award. The award is given to an individual who demonstrates outstanding leadership in federal legislative issues and promotes initiatives that preserve, protect, and advance the practice of physical therapy.
