Medicare Personnel Qualifications for Physical Therapy

APTA strongly supports Medicare's qualification standards that therapy services should only be provided by qualified practitioners and opposes any legislation that would change the current standards.

It is the APTA's position that physical therapists are the only professionals who provide physical therapy examinations, evaluations, diagnoses, prognoses, and interventions. Interventions should be represented and reimbursed as physical therapy only when performed by a physical therapist or by a physical therapist assistant under the direction and supervision of a physical therapist.

On August 1, 2011, Congressman Edolphus Towns (NY-10) introduced the Athletic Trainers' Equal Access to Medicare Act of 2011.
