The House of Delegates (House) is an APTA policy-making body comprised of voting chapter delegates, the Board of Directors, and non-voting section, assembly, and PTA Caucus delegates, and consultants.
The House meets annually for 3 successive days each spring, during which time delegates make decisions on issues that may have far-reaching implications for the association and for the profession of physical therapy.
The House begins with an opening ceremony and ends with a closing ceremony. Elections for the national offices of APTA are held while the House is in session.

2013 Motions
Business of the House is conducted through the introduction of motions, which may amend APTA's bylaws, direct a course of action, articulate an association attitude on the physical therapy needs of the public or the needs of members, or describe a goal the association wishes to achieve.
Motions are developed by delegates and reviewed by the Reference Committee before being published in Packet I in late April. Motions may then go through numerous revisions before being voted on by the House, including potential revisions during House discussion.
Below are the motions proposed for the 2013 House. APTA members are encouraged to review the following motions and provide feedback to their delegates.
Additionally, members and nonmembers may exchange thoughts on this year's motions by leaving comments on the webpages listed below and/or joining the discussion on Twitter using motion-specific hashtags. Members should not consider these comment pages a substitute for direct discussion with their delegates.

Attending the House of Delegates
Any APTA member with a current membership card may attend the House by sitting in its gallery (an area behind the ropes of the House proper). Contact your delegate to learn more about the House and/or to become a part of your component's delegation. The House of Delegates occurs immediately before APTA Conference. Attendees can use the housing and travel information on that site to arrange your stay.
