    Healthy People 2020 places a renewed emphasis on identifying, measuring, tracking, and reducing health disparities through a “social determinants of health” approach and its new Social Determinants of Health topic area and objectives.     • The worst social determinants that are legally & intentionally used are these terms: disabled, injured, retarded, handicapped, etc. These terms are all negatively defined & they create a legalized harmful disability environment, which benefits no one, unless you or they want to control individuals? As the survivor or thriver of 42 cognitive challenges/traumatic brain injuries I know all too well the abuse & neglect of educational facilities, employers, etc. Lets reduce the healthcare cost by reducing the number of those not wearing helmets. Parents need to be fined at least $500 per child per event/time caught. This could reduce everyone's tax burden. Would't this be a wise move?
