Size of the Appointed Group
The Scientific and Practice Affairs Committee will have 1 APTA Board chair, selected by the APTA president; 13 members (2 of which are members of the APTA Board of Directors as selected by the APTA president); and the APTA president as ex-officio (APTA bylaws: Article IX, Section 3, A and Article X, Section I, A)
The S-PAC seeks individuals who have experience and expertise in areas relevant to science and practice within the physical therapy profession. The goal will be to include individuals representing various practice settings managing patients and clients across the lifespan, and those involved in various levels of scientific inquiry promoting evidenced-based practice.
The S-PAC has 1 in-person meeting and up to 6 virtual meetings via webinar annually.
Term of Appointees
Committee members will serve 3-year terms; no individual shall serve more than 2 consecutive terms.
Proviso: The 3-year terms will be implemented as follows, so that by 2021 there will be 3 classes of committee members, each serving 3-year terms. The initial committee member appointments will be staggered: 3 individuals appointed for a 1-year term, 4 individuals appointed for a 2-year term, and 4 individuals appointed for a 3-year term.
The Scientific and Practice Affairs Committee (S-PAC) provides strategic advice, recommendations, and counsel to the APTA Board of Directors (Board) regarding: (1) how APTA can be responsive to and advocate for members’ needs related to the delivery of quality care; (2) current and emerging practice issues impacting the provision of physical therapist-provided patient and client management, including, but not limited to, professional scope of practice, unwarranted variation in practice, implementation of innovative practice models, and timely patient access to physical therapist services; and (3) how to advance the profession through a contemporary research agenda, and effective knowledge translation, dissemination, and implementation.
The Board of Directors' determined charge for S-PAC is to:
- Identify and recommend practice and research priorities to the Board
- Recommend and maintain a research agenda for the profession to the Board
- Annually advise and counsel the Board on proposed practice- and research-related policies and positions coming before the APTA House of Delegates
- Identify and provide advice to the Board regarding innovative practice models and strategies to successfully implement such models
- Report to the Board annually and as needed
Note: All APTA appointed groups will conduct their work with the Association Organizational Values in mind and in the context of 1) APTA's mission, vision, and strategic plan, and 2) the potential for their work to have implications related to physical therapist assistants, women, diversity, and risk management.

*This Board-appointed group that consists of 8 subcommittees does not have a Board Chair in order to avoid any conflict of interest or impropriety because the Board is the body that approves the association's honors and awards recipients. Due to the nature of this group's work, it will not have a single chair. Rather, staff will assist each subcommittee to identify a member volunteer to serve as the lead for the respective subcommittee and each lead will work with the staff liaisons as needed to manage the work of their particular subcommittee.
**The role of the Board Liaison is to serve as a conduit between the Board and the Awards Committee and assist in special projects such as the review and revision of awards policies. The Board liaison does not participate in subcommittee conversations related to nominees, and does not review the nominations received for each award.
