Current Opportunities

CY 2026 Home Health Prospective Payment System Proposed Rule

On June 30, 2025, CMS issued its calendar year 2026 proposed rule for the home health prospective payment system. This rule would reduce home health payments by an estimated 6.4%, or $1.13 billion, in CY 2026 relative to 2025. This update includes a 3.2% market basket update, reduced by a 0.8 percentage point cut for productivity. The rule also includes several reductions that CMS proposes as necessary to achieve budget neutral implementation of the Patient-Driven Groupings Model. The agency is also proposing to remove items and measures related to social determinants of health and COVID-19 from the Quality Reporting Program. Other proposals include changes to the face-to-face encounter policy, a shortened and revised Home Health Consumer Assessment of Healthcare Providers and Systems survey, and requests for information on Medicare regulatory relief. APTA will respond to the proposed rule by the September 2 deadline, and we encourage members to submit their comments on our Patient Action Center.

Federal agencies frequently seek input from stakeholders and national experts on proposed payment and coverage policies, research agendas, quality measures, and more. The selection process for federal committees, task forces, panels, and commissions is competitive.

Participation in these groups demonstrates both expertise in your field and a commitment to your profession, which will be reflected on your CV for years to come. Serving on such a committee allows you to make invaluable contributions to your area of expertise and raise recognition of the physical therapy profession. While serving requires a small time commitment, the time is well spent and is a great way to develop networks and make contacts with fellow experts from across the nation.
