Carmen Elliott, is vice president of payment and practice management at APTA.
She is a member of the leadership team, providing strategic direction on advocacy efforts toward optimal coverage for consumers, and for insurer payment policies and health programs that include physical therapist services. She also communicates with members about issues including coverage of physical therapist services, payment, coding, managed care contracting, and auto liability coverage. Before joining APTA in 2006, she was a practice administrator for a large physical therapy practice, where she oversaw operations of five outpatient clinics. She also worked for various managed care organizations, where she was in charge of developing a provider network and contracting with providers. She holds a bachelor’s degree in biology and master’s degree in health care management. In 2016 she was selected as an ASAE Diversity Executive Leadership Program Scholar, and she became a certified association executive in 2018.
