Monday, June 03, 2013 CMS Finalizes Rules on Small Business Health Options Program The final rule on the Affordable Care Act’s (ACA) Small Business Health Options Program (SHOP) amends proposed regulations regarding triggering events and special enrollment periods for qualified employees and their dependents. It also implements a transitional policy regarding employees’ choice of qualified health plans (QHPs) in the SHOP. The Department of Health and Human Services released the final rule May 31. As part of the ACA’s provisions on affordable health insurance exchanges, a SHOP in each state will help qualified small businesses provide health insurance options for their employees. The Centers for Medicare and Medicaid Services (CMS) said business owners will have access to the program beginning October 1, and employee coverage is to begin January 1, 2014.
