Federal agencies oversee the creation and modification of regulations that govern the intricate details of health care practice and payment, which requires specific expertise and nuanced understanding of each issue. To this end, agencies are required by law to engage stakeholders and solicit feedback on proposed rules during regulatory notice and comment rulemaking.

Regulatory advocacy is one of APTA's most important contributions to support and advance the physical therapy profession. Commenting on proposed rules during the regulatory notice period is a significant aspect of the association's advocacy strategy, but it isn't a static process. As agencies' strategies in the receipt and analysis of commenter feedback evolves, APTA evolves with them.
