UPDATE: This article initially included several priorities for regulatory reform, including a recommendation to eliminate the 25% threshold on group and concurrent therapy services in skilled nursing facilities. After discussing these priorities with several SNF-based member engagement groups, APTA will not be pursuing the issue as a policy priority to avoid unintended consequences of lifting the threshold. APTA did not include the elimination of the 25% threshold in our response to Medicare’s deregulatory RFI.  

In response to the Centers for Medicare & Medicaid Services’ request for information on deregulation and in alignment with the administration’s deregulatory objectives, APTA has submitted recommendations on how to address inefficiencies and enhance the delivery of physical therapist services under Medicare and Medicaid. 

In May, APTA shared a set of initial regulatory reform recommendations focused on streamlining administrative processes, expanding access to care, and promoting value-based practice. 

Specifically, APTA urged CMS to take the following actions:
